Boat Launch Facilities

Seaport Boat Launch Facility, Lake Elsinore, CA.

NCI initially prepared the engineering and economic feasibility report for a grant application to the California Department of Boating and Waterways to construct a new four- to eight-lane boat launch facility on Lake Elsinore. Subsequently, NCI performed all final engineering design, prepared the construction contract bid documents (drawings and specifications), and provided construction management and full time construction inspection services. This facility includes an eight-lane launch ramp initially constructed to four lanes, boarding floats, restrooms, car/boat trailer parking lots, landscaping and site utilities, lighting, fencing and signage. The launch facility will accommodate boat launching over a twenty-foot range in lake levels.

Broderick Street Boat Launch Ramp, West Sacramento, CA.

NCI performed the engineering design and prepared the plans, specifications and cost estimate for the rehabilitation of the City's two-lane launch ramp at Broderick Park. This project was funded by a California Department of Boating and Waterways emergency grant. NCI responded to a tight project schedule which required the preparation of contract documents to be ready for bidding within five weeks of authorization. Rehabilitation included supporting the launch ramp on prestressed, precast concrete piles and beams to protect the launch ramp from future settlement due to erosion by the Sacramento River. Services also included construction support and inspection during the construction phase.

Queensway Bay South Shore Boat Launch Facility, Long Beach, CA.

Noble Consultants performed the engineering design, and prepared the construction drawings and specifications for a new four lane small craft boat launch ramp facility located within the Los Angeles River estuary at Queensway Bay.  This project entailed the excavation of an existing stone dike and backlands hydraulic fill material, underwater placement of concrete pavement, earthwork, stone riprap slope protection, and construction of 2,880 square feet of heavy duty floating docks.  The docks and ramp were designed to California Department of Boating and Waterways guidelines conforming to staff furnished specifications and detailing. Floatation was also designed to be removable to fulfill the requirements of the City's Parks and Recreation Department maintenance staff.  Noble Consultants was a subcontractor to HNTB who designed the remaining site improvements at this boat launching facility.

Petaluma Launch Ramp, Petaluma, CA.

The City of Petaluma retained NCI to provide all engineering design services for the construction of a new two-lane boat launch ramp facility located along the Petaluma River, funded through a California Department of Boating and Waterways grant. Services included performing the engineering design as well as preparing the plans, specifications, contract documents and cost estimates for a concrete ramp, boarding floats, paved parking and access road, restrooms, and water and power hookup to the site. This launch ramp is heavily used by recreational fishermen.

Miller Park Boat Launching Facility Improvements, Tomales Bay, CA.

Noble Consultants performed the engineering design and preparation of construction drawings and specifications for improvements to the Miller Park Boat Launching Facility that is located along the eastern shoreline of Tomales Bay to the north of Marshall.  This project was funded through a State of California Department of Boating and Waterways grant.  The project consisted of designing a new boat launch ramp and boarding floats to replace the deteriorating existing ramp and boarding floats.  In addition, it consisted of re-grading, repaving and striping of the existing parking area, providing new site drainage with CDS catch basins for separating out greases and oils, providing a new barrier-free access restroom, and providing for all other site improvements including retaining walls and a future entry station and stairways to an upper over fill parking lot.

Black Point Boat Launching Facility Improvements, Petaluma River, CA.

Noble Consultants performed the engineering design and preparation of construction drawings and specifications for improvements to the Black Point Boat Launching Facility that is located on the Petaluma River under the Highway 37 bridge, about one-half a mile off the upper San Pablo Bay.  This project was funded through a State of California Department of Boating and Waterways grant.  The project consisted of designing a new boat launch ramp and boarding floats to replace the deteriorating existing ramp and boarding floats. In addition, it consisted of re-grading, repaving and striping of the existing parking area, providing new site drainage with CDS catch basins for separating out greases and oils, providing a new barrier-free access restroom and ADA walkway from parking lot to boat ramp and restroom, and providing for all other site improvements.

Lake Elsinore Campground Boat Launching Facility, Lake Elsinore, CA.

Noble Consultants is performing the engineering design and preparation of construction drawings and specifications for major improvements to the Lake Elsinore Campground Boat Launching Facility that is located at the northwestern end of Lake Elsinore. This project is being funded through a State of California Department of Boating and Waterways grant with local cost sharing provided through the City of Lake Elsinore in order to completely fund the project. The new project will improve an existing boat launching ramp that was originally constructed in 1965 and consists of a ten-lane ramp extending from elevation 1,230 feet to 1,240 feet, which means it is only usable during lake levels between 1,232 and 1,240 feet. The existing site is unimproved, consisting of unpaved earth and vegetation with two portable toilets, no paved parking lots, no paved road, and no other launch ramp site amenities. The new proposed project includes a six-lane concrete paved launch ramp extending from 1,228 to 1,256 feet with three boarding floats; a 288 vehicle/trailer parking area with asphalt concrete pavement at elevation 1,256 feet; a restroom building, fish cleaning station, and picnic area all at elevation 1,264 feet; and other site amenities.


Existing facility

Ski Beach Launch Ramp Facility Improvements, Mission Bay, CA.

Noble Consultants performed the engineering design and preparation of construction drawings and specifications for replacement of the boat launch ramp for the Ski Beach Boat Launching Facility in Mission Bay. Noble Consultants was a subcontractor to Robert Bein, William Frost & Associates who designed the remaining site improvements at this boat launching facility. This project was funded through a State of California Department of Boating and Waterways grant.

Marina del Rey Public Boat Launching Facility/DBW Feasibility Report, Marina del Rey, CA. 

Noble Consultants assisted the Los Angeles County Department of Beaches and Harbors to solicit grant funds from the California Department of Boating and Waterways (DBW) to improve the Marina del Rey Public Boat Launching Facility.  The scope of services included preparation of the engineering feasibility report and assessment of the potential project benefits that would be associated with the redevelopment.  Approximately $3.6 million dollars of improvements were specified to upgrade the 40-year old public boat launching facility.  Engineering considerations included accommodation of larger boats and trailers, improved vehicle access, parking lot rehabilitation, stormwater runoff, utilities improvements, and amenities.  The report was prepared in strict conformance with DBW’s grant application guidelines.  NCI performed the conceptual engineering design, project cost estimates, and benefit cost analysis.

Shelter Island Boat Launch Facility Improvements Feasibility Study, San Diego, CA.  

Noble Consultants prepared the engineering and economic feasibility report for a grant application to the California Department of Boating and Waterways to remove the existing rubble mound jetties and replace them with sheet-pile breakwaters with a 60-foot entrance to channel in order to enlarge the protected boat launching basin,  construct 500 feet of new boarding docks with ADA access, overlay existing 10-lane boat launch ramp, improve parking lot layout with increased capacity and ADA stalls, construct new 10 toilets per sex restroom building, provide launching area for small boats, improve traffic flow, construct new retaining walls, and construct new site light lighting, stormwater drainage, walkway and landscaping.  Subsequently, NCI performed all thirty percent engineering design, plans, outline technical specifications, and construction cost estimates.

The study required an interdisciplinary approach to achieve a balanced and realistic design, accommodate the future demand projections of the facility, and address all stakeholders’ concerns and needs.  To facilitate and guide the design process NCI performed an extensive public outreach program to engage the regional boating community and solicit input to arrive at a mutually preferred plan solution.
